The stop cap is the small threaded disk at the top of the tower style flush valves. This piece is designed to keep the flush valve from rising to high, and getting stuck. The stop cap is also used to hold the rubber replinish tube that comes from the fill valve securely into the top of the flush valve. If the toilet ever feels like it is getting hard to flush. That is most likely due to the flush valve seal. If the flush valve seal is not replaced it can lead to a broken lever, or a broken stop cap. The stop cap was made in a few different colors, but now they are all made of a white plastic. The 225-5907 will work as a replacement for the older stop caps with a styrofoam ring around the base.
